The City of Manhattan is proposing to build the South East Neighborhood Recreation Center, which would be located northeast of the intersection of 10th Street and Fort Riley Boulevard in Douglass Park. The project would provide a multi-purpose neighborhood recreation center to serve the adjacent neighborhood.
The city intends to apply for Section 108 Loan Guarantee funds from the U.S. Department of Housing and Urban Development (HUD) to construct the project. The application will request HUD to issue a guarantee for $3.3 million in loan funds, which would be repaid from a portion of the city's annual Community Development Block Grant (CDBG) allocation over a 20-year period.
In order to use this source of funding, the city conducted a public hearing on documents related to the project and the CDBG program in November 2016. The applications will be submitted to HUD for review in early 2017.
