Water Billing
The Utility Billing Division is responsible for accurate and timely billing of the city's utility bills. In addition to accepting payments, one of our customer service representatives can handle questions about your bill or requests for service installation and disconnects.
The City’s Customer Service Department is open Monday – Friday from 8:00 a.m. to 5:00 p.m. Customers can call the City at (785) 587-2480 or visit the service desk at City Hall, located at 1101 Poyntz Avenue. After hours questions should be directed to Paymentus Customer Care by calling 1-800-420-1663 or emailing Customercare@paymentus.com.
The City of Manhattan divides its billing into three cycles — the 10th, 20th and 30th of each month. Your location within the City determines your billing cycle. Customers' bills are due in 10 days and become delinquent 10 days after that and will be subject to cut-off.

The online water/sewer utility billing option will not affect bill payment deadlines. All payments are due on the day printed on the water/sewer utility bill that customers receive in the mail (or by email once you sign up for online billing).
Auto Pay is also available within the online utility payment site and can be accomplished using either checking account or credit card. Auto Pay by credit card is subject to credit card transaction fees stated below.
You can make a recurring donation — via monthly utility bills — to help support social service agencies in Manhattan. The City Commission first approved the program in 2012. Fill out the online form to participate.
A $2.25 processing fee for credit/debit card (in office or online) or one-time online bank transactions will be charged for bills under $400. Transactions for bills over $400 will be charged an additional $2.25 for each $400 assessed on a bill. Recurring automatic bank drafts will NOT be charged a processing fee.

Online Utility Billing
Use the City of Manhattan's online utility billing feature for 24/7 convenience. View billing and usage information, as well as account payment and consumption history online anytime.The online water/sewer utility billing option will not affect bill payment deadlines. Automatic Bill Payment Plan
If it is more convenient, monthly utility bills may be paid automatically through either a checking or savings account. When this option is chosen, the Customer Service office sends the amount due directly to the customer's bank, and it will be paid on the due date. The bank will then notify the customer of the amount paid through the bank statement. The customer can receive their monthly water statement either on paper or electronically.Auto Pay is also available within the online utility payment site and can be accomplished using either checking account or credit card. - A bill of less than $400 would pay a $2.25 fee for a credit/debit card or one-time online bank transaction
- A bill of $401 - $800 would pay a $4.50 fee
- A bill of $801 - $1,200 would pay a $6.75 fee
