Dennis Marstall, Assistant City Manager

Dennis is a native Manhattanite who joined the City Manager’s Office in January 2019.  His major duties include serving as the Department Head for the City Manager’s Office and working with the City Commission and all departments on policy development and implementation.  Specific responsibilities include overseeing the City’s communications, legislative and safety functions, plus serving as a liaison to the Riley County Law Board and Kansas State University.

His local government background includes working in both city and county management, including Kent County, Michigan and the City of Charlotte, North Carolina.  While in Charlotte, the bulk of his experience included serving 10 years as the Chief of Staff to the Mayor, but other duties included serving as a budget analyst leading the City’s performance management/Balanced Scorecard System and working as an Economic Development Manager leading small business strategies and focusing on entrepreneurship and innovation.  He also has a background in non-profit management having served five years as the Vice President of Community Investment and Impact for United Way of Central Carolinas.

Dennis received a Bachelor of Arts Degree in Political Science from Kansas State University and a Master of Public Administration Degree from the University of Louisville. 
 
He is a past National President for Theta Xi Fraternity and has been married to his wife, Alicia, for over 20 years.  They have one daughter, Katie.
