The Legal Department is dedicated to providing outstanding and ethical legal services on behalf of the City of Manhattan. The Legal Department includes the City Attorney's Office and Municipal Court. The City Attorney's Office does not handle Municipal Court cases; please contact the Municipal Court.

The City Attorney's Office provides legal advice to the City Commission, city boards and city administration. As general counsel, the City Attorney's Office drafts and review ordinances, contracts, legal opinions and other documents. The office assists city officials with the development of projects, policies and programs, and represents the city in litigation.
The City Attorney's Office does not advise residents or members of the general public in private legal issues. Persons needing legal advice or other assistance should consider contacting a private attorney.

Remote payments for fines and fees are recommended if a court appearance is not required. Payments may be made online at https://municipalonlinepayments.com/manhattanks, through the mail at 610 Colorado Street, Manhattan, KS 66502, or by phone at 866-301-6054 ($2.50 transaction fee applies). Municipal Court has jurisdiction over certain offenses committed within Manhattan city limits, including traffic infractions; misdemeanor traffic and criminal offenses, including DUI; parking violations; and all violations of city ordinances related to zoning, building codes, and more.
Municipal Court handles approximately 10,000 cases each year, plus approximately 15,000 parking violations. Municipal Court cases are appealed to the District Court, and city prosecutors represent the city on appeal.
